He was born in Cajamarca in 1925. He started his education at the Arts and Crafts Center of Cajamarca and finished at Restauration Workshop Elio Corcuera of Lima.
He is an expert in pottery art. He has specialized in the replicas of pre-columbian art from the following cultures: Mochica, Chimu, Salinas, Vicus and others.
He has taught for 20 years at the Educational Center of Cajamarca, passing on his vast experience to the new generations of ceramists. He has been invited to give lectures of his specialty abroad. Master Velez is the winner of numerous national and international awards.
